This year's edition of the National Conference on Gambling Regulation will, for the first time, have an international scope. It will continue the tradition of previous years by providing a platform for open discussion on gambling regulation, current legislation, and market developments — now enriched by the active participation of international experts.

The second day will be dedicated to the conference Prague as the Heart of Responsible Gambling, focusing on social responsibility, prevention, and tools for safer gambling.

The main theme of this year is the stronger interconnection between the two conferences and the opening of space for international dialogue — particularly on combating the black market and enhancing player protection. Contributions from experts from the United States and other countries will bring valuable insights and fresh perspectives on issues faced across jurisdictions.

Claire Pinson-Bessonnet

Founder CPB Avocats

Claire Pinson-Bessonnet is a leading expert in gambling regulation and public affairs in France. After studying law and political science in France and New Zealand, she was admitted to the Paris Bar in 2008. She served as Head of European and International Affairs at the French online gambling regulator ARJEL and chaired both GREF and the CEN Technical Committee on the standardisation of online gambling. With experience in compliance and legislative matters in the private sector, she founded the law firm CPB Avocats in 2024, where she represents clients in regulatory and public affairs matters.

Simo Dragicevic

Co-founder of AiR Hub and Adjunct Fellow at the International Gaming Institute at UNLV

Simo Dragicevic has been a technology entrepreneur in the gambling industry since 2010, when he founded BetBuddy, a pioneer in the field of artificial intelligence and responsible gambling. In 2017, BetBuddy was acquired by Playtech Plc. Simo serves on the boards of the Canadian Centre for Responsible Gambling and the UK Gambling Commission, where he is a member of the Digital Advisory Panel. Most recently, Co-founded AiR Hub and Adjunct Fellow at the International Gaming Institute at UNLV.

Martina Matejová

Martina Matejová is a legal expert with over twenty years of experience at the Ministry of Finance. Since March 2023, she has served as the Director General of the Legal Affairs Section. Previously, she led the Department of Legislation and Dispute Agenda, and she has extensive experience in public administration legal matters.

Jan Řehola

Director, Institute for Gambling Regulation

Jan Řehola is the Director of the Institute for Gambling Regulation (IPRH), the largest professional association in the field of gambling in the Czech Republic. He has over fifteen years of experience in gambling regulation, spanning both the public and private sectors. He holds a Ph.D. from the Faculty of Law at Charles University in Prague. Jan previously worked at the Ministry of Finance of the Czech Republic – first as Head of the Legal Department and later as Director of the Gambling Regulation Department. After leaving the Ministry in 2014, he focused on legal practice and consultancy in the area of gambling regulation. He regularly speaks at international conferences and publishes in professional journals and industry periodicals.

Šimon Vincze

Head of Sustainable & Safer Gambling at Casino Guru

Šimon Vincze is Casino Guru’s Head of Sustainable & Safer Gambling, and an advocate for Responsible Gambling. He provides guidance on player protection, steers the company towards current best practices, and seeks opportunities for Casino Guru to have a positive influence. He leads the Global Self-Exclusion Initiative and the Casino Guru Academy.

Morten Ronde

Attorney, CEO Spillebranchen, Partner Nordic Legal/Nordic Gambling

Morten Ronde is a Danish-licensed attorney with over 20 years of experience in the gambling industry, having worked as a regulator, legal advisor, and industry advocate. At the Danish Gambling Authority, he played a key role in drafting Denmark’s online gambling reform, which introduced open licensing for betting and online casinos. The Danish model remains one of the most respected regulatory frameworks globally and has influenced many other jurisdictions. Morten is the Managing Partner of Nordic Legal, a boutique law firm specializing in gambling regulation, licensing, and compliance, with offices in Copenhagen, Stockholm, and Helsinki. He advises gambling operators, game software suppliers, and policymakers across the Nordics and beyond. In addition to his legal practice, he leads public affairs efforts as the head of Spillebranchen (the Danish Online Gambling Association), working to shape responsible gambling policies and industry best practices in Denmark and Europe.

Martin Šabo

Martin Šabo is the Director of the Department of Procedural Agenda and Gambling Regulation at the Ministry of Finance of the Czech Republic. He has more than 20 years of experience in regulation, not only in the field of gambling but also in taxation, accounting, and related areas. He graduated from the University of Economics in Prague. He regularly speaks at international conferences and is the author of professional articles and expert opinions.

Jakub Žofčák

Analyst at the Centre for Economic and Market Analyses (CETA)

Jakub Žofčák is an economist and researcher in the field of gambling. He earned his PhD at Jan Evangelista Purkyně University for his research on the economic impacts of gambling. He is an analyst at the Centre for Economic and Market Analyses (CETA), a lecturer at the Metropolitan University Prague, and has collaborated with the Institute for Gambling Regulation (IPRH) on studies related to illegal gambling and the impact of gambling on municipalities. Beyond academia, he writes popular economics articles for WIRED, Finmag, and other magazines.

The Institute for Gambling Regulation (IPRH) is a professional platform established in 2018 that brings together key legal entities operating in thegambling sector in the Czech Republic. Since October 2024, we have also been active in Slovakia. We unite the entire market across segments—regardless of operator or game type—and strive to ensure that expert debate is conducted with one voice, constructively and with respect for the public interest.

Our goal is to support effective, transparent, andsocially responsible gambling regulation based on data, player protection, and cooperation with thestate. Instead, we have consistently worked to increase  social responsibility and reduce the risks associated with gambling. Our ambition is to create space for expert dialogue to help shape balanced gambling regulation in the Czech Republic.

The Responsible Gambling Project is a self-regulatory initiative of gambling operators that effectively complements the existing strict regulation. Instead of blanket bans that restrict players without problems, we believe in early identification and offering help to those who truly need it. Self-regulation within Responsible Gambling includes a commitment by operators to comply obligations that go beyond legal requirements, focusing on strengthening player protection, prevention, employee training, and responsible marketing and advertising. Together, we are working on the development of a unified software solution that identifies at-risk players and can be applied across the entire market.

The Institute for Gambling Regulation (IPRHH) was established at the end of 2024, motivated by the need for continuous improvement of regulation that reflects the current challenges arising from the dynamic growth of gambling. These include digitalization, new forms of gambling, combating illegal gambling, the benefits and risks of AI technologies, and the protection of players from negative impacts. Since its foundation, IPRHH has united and represented the majority share of the licensed gambling market operators. Our vision is to contribute to the creation of a modern and sustainable regulatory environment that protects those engaged in gambling, promotes responsible play, and at the same time ensures a stable and effectively regulated gambling market as part of the entertainment industry in Slovakia. From its very beginning, we have also been a partner organization of the Institute for Gambling Regulation in the Czech Republic.
